JUSTICE AND DISCIPLINE OFFICES IN PMPR BATTALIONS: PROPOSAL FOR RATIONALIZATION AND QUALIFICATION OF INTERNAL PROCEDURES

Abstract

This article proposes the creation of disciplinary and justice offices in the battalions of the Military Police of Paraná (PMPR), as a strategic measure to streamline, standardize and qualify the processing of disciplinary administrative procedures and military police inquiries. Currently, such responsibilities are distributed among officers and enlisted personnel of the operational units, generating functional overload, procedural inconsistencies and compromising the police's core activity. The proposal foresees the establishment of specialized sectors, with adequate physical structure and trained personnel, under the coordination of a designated officer. The recent experience in the 8th Military Police Battalion, in Paranavaí-PR, shows positive results after two months of implementation of the disciplinary office, with improvements in the quality of processes, freeing up operational personnel and a direct impact on the reduction of criminal indicators, such as thefts, robberies and homicides. The centralization and professionalization of disciplinary activities contribute to greater legal certainty, control of deadlines, reduction of nullities and strengthening of legality and equality in the administrative-military sphere. The text also analyzes the applicable legal framework, the expected institutional benefits, and proposes the expansion and standardization of the initiative within the scope of the 3rd Regional Command of the Military Police, headquartered in Maringá-PR. The implementation of the registry offices is a relevant step towards the modernization of disciplinary management in the PMPR, aligned with the principles of public administration and the valorization of personnel.
