VULNERABLE GROUPS AND POLICE ACTION: CONSIDERATIONS AND PERCEPTIONS ON POLICE RESPONSE IN INCLUSIVE PRACTICES TOWARDS LGBTI+ INDIVIDUALS

Abstract

This article presents a bibliographic survey on police service to vulnerable groups, with an emphasis on the LGBTI+ population. The study starts from the understanding that the public security system, historically structured under heteronormative standards, adopts inclusive practices in serving vulnerable groups to promote equality, reduce inequalities, and build a fairer and safer society for all. This involves recognizing and respecting differences, and avoiding discrimination. The research analyzes academic productions, institutional reports, and Brazilian legal norms, as well as technical manuals that address the reception, treatment, and protection of LGBTI+ individuals in the context of police service. The results point to the persistence of institutional and cultural barriers that hinder equal access to justice, including a lack of preparedness within institutions, the absence of specific institutional protocols, and the invisibility of this population's demands in public safety policies. It is concluded that the implementation of humanized and inclusive police service depends on training initiatives, structural changes, and greater institutional commitment to human rights, especially regarding the recognition of sexual and gender diversity as a legitimate issue within public safety.
