THE BASIC ACTIONS THAT REINFORCE THE HIGH RELIABILITY OF BRAZILIAN ELECTRONIC VOTING MACHINES AS A FUNDAMENTAL PRINCIPLE OF ELECTORAL PROCEDURAL INTEGRITY
Abstract
The computerization of the Brazilian electoral process represents a fundamental milestone in the consolidation of democracy and in ensuring electoral integrity. The introduction of electronic voting machines has enabled the modernization of the voting system, promoting greater agility in the counting of votes, reducing fraud, and strengthening institutional reliability. In a country of continental dimensions, covering 8.5 million square kilometers, the fifth largest nation in the world with a high number of voters, the ability to disseminate election results in a matter of hours is a significant advance, contributing to political stability and democratic legitimacy. However, in recent years, there has been a spread of false information seeking to undermine public confidence in the electronic electoral system, especially through unfounded allegations about its security and transparency. In this context, this study aims to analyze the main structural mechanisms that ensure the reliability of Brazilian electronic voting machines, considering technological and institutional aspects. This is a qualitative study based on a bibliographic and documentary analysis of academic works and institutional documents related to the Brazilian electoral system. The results show that the reliability of the electronic system is based on the offline operation of the ballot boxes, the use of encryption mechanisms, the existence of institutional audits, and the availability of the source code for analysis by supervisory entities. It can be concluded that the Brazilian electronic system is a secure, transparent, and reliable structure that is internationally recognized and fundamental to preserving electoral integrity and strengthening democracy.
