ANALYSIS OF THE STATE RESPONSE TO THE PERSISTENCE OF GENDER VIOLENCE: LIMITS OF INSTITUTIONAL ACTION IN ARAPIRACA/AL BETWEEN 2020-2025
Abstract
Violence against women constitutes a structural phenomenon that persists even in the face of the expansion of institutional mechanisms for combating violence, raising questions about the effectiveness of state action in the fight against gender violence. Against this background, the present study aims to analyze the relationship between domestic violence dynamics and the institutional response of the State in the municipality of Arapiraca/AL, in the period from 2020 to 2025. Methodologically, the research adopts a mixed-methods approach, combining analysis of institutional data extracted from the National Council of Justice with theoretical interpretation based on feminist literature, especially from the contributions of Heleieth Saffioti, Gerda Lerner and Marcela Lagarde. The results show simultaneous growth of domestic violence records and protective measures granted, indicating the coexistence between the strengthening of state activity and the persistence of violence at high levels. It is concluded that, although necessary, the institutional responses operate predominantly through a reactive logic, focusing on the effects of violence without reaching its structural causes, which shows the weakness of state activity in the face of institutionalized patriarchal structures.
