ANALYSIS OF THE EFFICIENCY OF POVERTY REDUCTION PROGRAMS IN CABINDA: APPLICATION OF THE DEA METHOD
Abstract
This study investigates the efficiency analysis of poverty reduction programs in Cabinda using the DEA methodology. The research focuses on the following scientific question: What has been the efficiency of poverty reduction programs in the province of Cabinda? The general objective is to analyze the degree of efficiency of poverty reduction programs in Cabinda. The research used qualitative and quantitative approaches, employing the deductive method and bibliographic and descriptive research, and documentary analysis as data collection techniques. For the treatment and analysis of empirical data, the DEA method - Data Envelopment Analysis - was applied, which allows measuring the efficiency of poverty reduction programs in the three dimensions of the HDI: income, education, and health. The results demonstrate that in the three components (income, education, and health) estimated in all regions, improvements were observed in the Cabinda region (municipality) with 80% and a technical efficiency (CRS) of 90.3%, and a technical efficiency (VRS) of 100% compared to the other regions (Belize, Buco-Zau, and Cacongo). This means that the municipality of Cabinda has more efficient programs than the other municipalities. It is concluded that, although there is progress, the programs analyzed lack greater contextualization and strategic alignment to mitigate the poverty situation experienced by the population. This research represents a significant contribution to the academic field and to the development of the province, highlighting the need for more effective programs, measures, and actions.
