EVALUATION OF THE INTEGRATED PLAN FOR MUNICIPAL INTERVENTION (PIIM) IN CAZENGO: IMPLEMENTATION, IMPACTS AND CHALLENGES OF LOCAL PUBLIC POLICIES IN ANGOLA
Abstract
This article evaluates the implementation of Angola's Integrated Plan for Municipal Intervention (PIIM) in the municipality of Cazengo, Cuanza Norte province, covering the period from 2020 to 2026. The PIIM was created by presidential initiative to accelerate the provision of social infrastructure across Angola's 164 municipalities through resource decentralization and administrative deconcentration. The study combines a qualitative approach, comprising ten semi-structured interviews with public managers, with documentary analysis of the March 2026 PIIM Progress Report for Cazengo. Of the 19 projects allocated, 16 were validated and activated: 9 are concluded, 6 are suspended, and 1 is under execution, yielding a physical execution rate of 85.50% and a financial execution rate of 87.07% on a contracted amount of AKZ 5,599,166,802.94. The programme generated 348 direct jobs in the municipality. Impact is positive in urban mobility, water supply and sanitation, but asymmetric in education, where four of six active schools are suspended, and negative in health, where the only validated morgue shows 96% physical execution but remains unfinished due to financial shortfall. The article concludes that PIIM's effectiveness depends on strengthening oversight mechanisms, administrative transparency, and payment regularity.
