GLOBAL TRENDS IN THE USE OF BLOCKCHAIN IN THE PUBLIC SECTOR: A REVIEW OF ACADEMIC LITERATURE AND REPORTS FROM INTERNATIONAL ORGANIZATIONS
Abstract
The article analyzes global trends in the use of blockchain technology in the public sector, based on an integrative review of academic literature and reports from international organizations such as the UN, OECD, IMF, World Bank, and BIS. The research identifies convergences, divergences, and gaps between scientific production and institutional policies on the subject. The review covered 559 articles obtained from the Web of Science database and the main reports published in the last five years, using the Notebook LM Artificial Intelligence tool, which enabled the automated analysis of large volumes of documents. The results indicate that the most recurrent uses of blockchain involve digital identity management, supply chain traceability, anti-corruption, smart contracts, and central bank digital currencies (CBDCs). The main advantages observed are transparency, immutability, operational efficiency, and cost reduction. Among the challenges, the most notable are scalability, interoperability, lack of regulatory framework, and organizational resistance. It is concluded that blockchain represents a promising technology for public governance, reinforcing the constitutional principles of legality, publicity, and efficiency, but it requires adequate training and regulatory policies for its large-scale adoption. The study contributes to the advancement of knowledge and provides practical support for public managers seeking to implement innovative and transparent solutions in government administration.
