STRATEGIES FOR TALENT RETENTION TO IMPROVE PRODUCTIVITY IN PUBLIC HIGHER EDUCATION INSTITUTIONS IN ANGOLA
Abstract
Talent retention has become a strategic priority in contemporary organizations, especially in public higher education institutions where human capital is the main element responsible for generating, disseminating, and consolidating scientific knowledge. In Angola, this topic is particularly relevant due to challenges related to faculty qualification, scarcity of highly specialized professionals, limitations in human resource policies, and the growing migration of skilled workers to the private sector or abroad. This article aims to analyse, discuss, and propose talent retention strategies that contribute to enhancing institutional productivity. Methodologically, the study is descriptive and explanatory, based on a quantitative approach complemented by an extensive literature review and the analysis of empirical data collected from Angolan public higher education institutions. The results indicate that factors such as organizational climate, working conditions, motivation, recognition, career development, and job security directly influence employee retention. Additionally, the precariousness of contractual arrangements, lack of incentives, and limited opportunities for advancement are critical factors contributing to turnover. It is concluded that an integrated talent retention policy, structured around professional development, coherent salary policies, appreciation, and a solid organizational culture, can substantially enhance academic and administrative productivity. This study contributes to the debate on strategic human capital management in Angolan higher education, offering practical recommendations supported by literature and institutional diagnostic data.
