TECHNICAL AND OPERATIONAL ANALYSIS OF THE USE OF NON-UNIFORMED OPERATORS IN JUDICIAL ORDER EXECUTION OPERATIONS OF THE MILITARY POLICE OF PARANÁ

The present article aimed to analyze technical and operational aspects related to the problems involving the deployment of police officers wearing plain clothes during warrant enforcement operations alongside uniformed units. The methodology was based on a review of theoretical references concerning the importance of uniform use for legitimizing police action from the psychological and behavioral perspectives of third parties, as well as case studies reported in journalistic sources that support the arguments presented in this paper. These included incidents of “friendly fire” recorded in 2024 and 2025 in the states of Rio de Janeiro and São Paulo, during tactical incursions following failures in identification and communication between uniformed and plainclothes teams. Another methodological tool employed was an interview with an Intelligence Specialist of the Military Police of the State of Paraná, which clarified doctrinal questions related to the subject. It was therefore concluded that the standardization of properly uniformed officers is fundamental to ensuring the safety of police warrant enforcement actions, extending to other types of operations.
