PSYCHOSOCIAL RISK FACTORS AT WORK: IMPLICATIONS AND CHALLENGES OF RECENT REGULATORY REFORMS

Abstract

The increasing incidence of work-related mental disorders has intensified discussions on mental health within the context of Occupational Safety and Health (OSH), highlighting the need to update Brazilian occupational regulations. In this scenario, Ordinance No. 1,419/2024 issued by the Ministry of Labor and Employment amended Regulatory Standard No. 1 (NR-1), making the inclusion of psychosocial risk factors in Occupational Risk Management (ORM) mandatory. Therefore, this study aimed to critically analyze the implications of incorporating psychosocial risk factors into NR-1, considering their organizational impacts, implementation challenges, and prospects for promoting mental health in the workplace. The research is characterized as qualitative and descriptive-analytical, developed through an integrative literature review, document analysis, and secondary data analysis from SmartLab regarding absences caused by mental disorders in the state of Minas Gerais between 2012 and 2024. The findings demonstrate that the regulatory update represents a significant advancement by recognizing psychosocial risks as an integral part of occupational risks, requiring organizations to adopt measures aimed at identifying, assessing, and controlling these factors. However, challenges related to cultural barriers, structural limitations, implementation costs, difficulties in measurement, and insufficient technical training were also identified. Furthermore, the study found that structured preventive practices can contribute to reducing absences, improving organizational climate, and increasing productivity. It is concluded that the incorporation of psychosocial risks into occupational management strengthens the prevention of work-related mental health disorders and promotes the development of healthier, safer, and more sustainable work environments.
