MAPPING TECHNOLOGICAL COMPETENCIES AS A STRATEGY TO STRENGTHEN INNOVATION AND TECHNOLOGY TRANSFER IN ACADEMIC CENTERS UNITS OF PUBLIC UNIVERSITIES

Abstract

This article analyzes the mapping of technological competencies as a strategy to strengthen innovation and technology transfer in academic units of public universities, using the Center for Biological Sciences of the Federal University of Santa Catarina (CCB/UFSC) as a case study. The objective is to develop and apply a model to identify and value faculty members’ technological competencies, aiming to enhance interaction with the productive sector. The methodology combines qualitative document analysis and quantitative procedures for indicator construction. The qualitative stage focused on institutional documents and data from UFSC, obtained from the Lattes Platform, the Integrated System for Teaching, Research and Extension Project Management (SIGPEX), the Academic Faculty Activity Planning system (PAAD), and institutional websites of laboratories and graduate programs. The quantitative stage involved systematizing and measuring data to develop indicators of technological competencies and academic workload. This is a descriptive and exploratory study. The model organizes competencies into scientific, technological, and infrastructural axes and uses composite indicators: Scientific Competence Index (ICC), Applied Innovation Index (IIA), External Relationship Index (ERI), and Academic Workload Profile (PCA). The results show strong performance in the scientific-technical axis, with high academic output, but lower performance in translating this potential into applied innovation, indicating an asymmetry between scientific production and technology transfer. It is concluded that the model contributes to the systematization of institutional competencies, increasing visibility and supporting strategies for innovation and university–industry interaction.

Master’s student in Intellectual Property and Technology Transfer for Innovation at the Federal University of Santa Catarina. Research, Development, and Innovation (R&D&I) scholarship holder in an institutional project with the State Secretariat for Science, Technology, and Innovation. Works as a researcher in the fields of innovation, intellectual property, and technology transfer, with an emphasis on the development, management, and implementation of innovative solutions.

Eduardo Luiz Gasnhar Moreira, Universidade Federal Santa Catarina

Associate Professor IV in the Department of Physiological Sciences at the Federal University of Santa Catarina (UFSC) and a CNPq Research Productivity Fellow (Level 2). He is a permanent faculty member in the Graduate Programs in Neuroscience and Physiological Sciences, as well as in the Professional Master’s Programs in Intellectual Property and Technology Transfer for Innovation (UFSC) and Pharmacology (UFSC).
