ARTIFICIAL INTELLIGENCE AND GENERATIVE AI IN PUBLIC ADMINISTRATION: SYSTEMATIC MAPPING AND MATURITY ASYMMETRIES

The increasing digitalization of the Brazilian Public Administration (PA), guided by guidelines such as the Federal Digital Government Strategy, evidences challenges in the institutional incorporation of emerging technologies into administrative routines. In this scenario, Artificial Intelligence (AI) emerges as a powerful tool for optimizing such routines. This study aims to analyze how AI has been addressed in the Brazilian PA, examining the coherence between recent scientific production and strategic institutional documents, in order to infer the degree of institutional maturity of this adoption. Methodologically, a mixed qualitative approach was adopted, combining a Systematic Literature Mapping with an analysis of strategic documents from federal agencies and Federal Institutions of Higher Education (IFES) in the Northeast region, totaling a corpus of 44 documents. The results evidence a technological transition currently underway, with the recent advance of Generative Artificial Intelligence, marked by strong institutional asymmetry. The predominance of consolidated initiatives in Control Bodies and the Judiciary is observed, in contrast to a low degree of institutional maturity in the IFES, characterized by conceptual, material, and strategic gaps. It is concluded that the main obstacles to AI adoption in the IFES are of an institutional and organizational nature, revealing a mismatch between the national strategy and local operational capacity, demanding the structuring of technical and ethical frameworks for university administrative modernization.
