ROAD INFRASTRUCTURE AND TERRITORIAL CONFLICT: SOCIOENVIRONMENTAL IMPACTS OF THE CONSTRUCTION OF AVENIDA LIBERDADE ON THE QUILOMBOLA COMMUNITY OF ABACATAL
Abstract
The implementation of large-scale road infrastructure projects in the Amazon has long been associated with narratives of progress and urban development. However, an increasing number of studies show that such interventions often generate significant socio-environmental impacts, particularly when they affect territories occupied by traditional communities. In this context, this article examines the socio- environmental impacts related to the construction of Avenida Liberdade, in the Metropolitan Region of Belém, focusing on its effects on the Quilombola Community of Abacatal. The study adopts a qualitative and critical analytical approach, based on a bibliographic review and the analysis of the Environmental Impact Study and Report (EIA/RIMA), complemented by information from public hearings and journalistic reports. The findings indicate that although the quilombola territory is formally recognized in the environmental licensing process, the impacts on traditional ways of life, land use practices, and sociocultural dimensions are addressed in a superficial manner. The analysis also reveals weaknesses in social participation mechanisms and a gap between the mitigation measures proposed in official documents and the impacts effectively experienced by the local population, such as the degradation of water resources, the loss of extractive areas, and the intensification of territorial conflicts. It is concluded that Avenida Liberdade should not be understood merely as a technical mobility intervention, but rather as a process of territorial reconfiguration that exposes tensions between infrastructure planning, socio-environmental justice, and territorial rights. These findings highlight the need for more integrated and context-sensitive impact assessment approaches, especially in Amazonian territories occupied by traditional communities.
