INFLUENCE OF THE REGULATION OF SPECIALIZED SERVICES ON THE RESOLUTIVENESS OF PRIMARY HEALTH CARE
Abstract
Primary Health Care is the main gateway to the Unified Health System and is essential to reduce inequalities and ensure equitable access. The Family Health Strategy has strengthened PHC; however, it still faces challenges such as underfunding, fragmented management, and long waiting times for specialized services. Nursing plays a fundamental role in coordinating and ensuring continuity of care, focusing on health promotion, prevention, and rehabilitation.Objective: To analyze how the regulation of specialized exams and consultations influences the resolvability of PHC from the perspective of SUS users.Materials and methods: This is a cross-sectional, quantitative study conducted in a Municipal Regulatory Complex in the Midwest region of Brazil, with SUS users waiting for exams or specialized consultations. The sample consisted of 141 participants, aged over 18 and literate, included after signing informed consent. Data were collected in person through a structured questionnaire covering sociodemographic variables, waiting time, access, PHC resolvability, difficulties in regulation, and user satisfaction. Data were analyzed using R software with descriptive statistics, following Resolution No. 466/2012.Results: A total of 102 individuals participated, 84.3% of whom were women, and 21.6% had chronic diseases. The perception of regulation was moderate, higher among individuals with diseases (mean 1.90) compared to healthy individuals (1.72). Users highlighted the need for more information, better organization of care, and difficulties in communication and care flow.Final considerations: Strengthening regulation and organizing care flows can improve the resolvability of PHC.
