THE IMPORTANCE OF REINTEGRATING FORMER INTELLIGENCE AGENTS FROM THE PARANÁ MILITARY POLICE INTELLIGENCE SYSTEM – SIPOM

Abstract

This paper will address a common issue in the intelligence agencies of the Paraná Military Police (PMPR), when there is a need to move an agent accredited in the SIPOM. The SIPOM is the PMPR Intelligence System, manager of the PMPR Intelligence Activity, which handles confidential information in a responsible and specialized manner. When selected, the Intelligence Agent goes through several stages of recruitment and training, becoming a fundamental asset for any intelligence agency. From the initial stages, he has access to sensitive processes, methodologies, techniques and knowledge, which, if not properly safeguarded, can cause irreparable damage to public safety and public institutions, in addition to putting lives at risk. During the performance of his duties, the agent has access to critical data, information and knowledge that must be systematically stored and protected; his commitment to secrecy must be fulfilled, during his employment in the activity and especially after being de-accredited from the system. There is a great deal of public investment, whether financial or intellectual, in the training of agents. They are taught a lot and are also introduced to a completely different world, but never outside the law. In this niche of conduct, the proposal of this work seeks to raise awareness about the importance of reusing the agent who has worked within SIPOM, who has acquired techniques, knowledge and a network of contacts, reusing them in another agency or related role, so as not to lose their portfolio and investment made.
