PERCEPTIONS ABOUT THE DOCUMENT SCANNING PROCESS AND CHALLENGES ENCOUNTERED BY SiGDEM USERS IN ORGANIZATIONAL ENVIRONMENTS OF THE BRAZILIAN NAVY

Abstract

This article has the general objective of contributing to knowledge management in the Brazilian Navy (MB). The main question that guided this study was: What are the challenges encountered by users of the Navy's Electronic Document Management System (SiGDEM) for the application of the process of full operationalization of document management in the MB through the system? The guiding merit of the study is in the presentation of a brief history of the digitization process in Public Administration until the creation of SiGDEM; conducting semi-structured interviews with military users of SiGDEM; and in an attempt to match SiGDEM's functionalities with two other digital systems (SEI - Electronic Information System and SAPIENS - AGU Legal Intelligence System) used in other public administration bodies. The methodology chosen was qualitative research of bibliographical nature and semi-structured interview. This work was developed in sections: Section 1 - Evolutionary traits of the digitization process in Public Administration until the creation of SiGDEM, namely the theoretical foundation of this study; Section 2 - Interviews with actors involved in the use of SiGDEM from different Military Organizations, which demonstrates the contribution of the results of the interviews carried out with the research subjects and Section 3 - Final ConsiderationsIt is believed that this work.
