Abstract

Introduction: Starting from the theme of atypical facts to police activity, this study discusses the policing of these occurrences. Problem: How could the registration of atypical facts in the Civil Police Precincts be handled? General objective: to analyze possibilities for reducing the records of atypical facts in the Civil Police precincts. Specific objectives: to analyze police activity based on typical and atypical police facts; to identify possible causes for the policing of atypical police facts, relating them to public policies aimed at social areas. Methodological procedures: Applied, descriptive study with a qualitative approach. We opted for bibliographic research and case study. According to the theoretical framework adopted after collecting and systematizing the information, a qualitative analysis was carried out. Results: The registration of atypical facts occurs due to the lack of information and difficulties in accessing the citizen concerning public services; ignorance of what constitutes a criminal offense. Seeking to fill these gaps that culminate in the overload of the Civil Police functions, it is suggested the “simplified communication in fact” since, in addition to its constitutional functions, it plays a social role of relevance to society. Conclusion: It is suggested that the “simplified communication in fact” be expanded to improve communication between the State and the citizen, through better dialogue about rights and duties, as a precondition for the entire exercise of citizenship.
