Abstract

With the national poverty rate at 46.1% (Ministry of Planning and Development, October 2010, Third National Poverty Assessment), Mozambique is one of the poorest countries in the world. A political and economic analysis shows that this fact is mainly due to the lack of sublimation of the values ​​that the territory contains, the high levels of corruption, the country's dependence on the international community, the lost years of the civil war and the lack of technical, ethical and democratic preparation of social agents, among others, Sousa (2016). To reverse this situation, one of the strategies that the country has embraced is democracy, which is supported by the opening of the multiparty political regime, initiated with the Constitution of the Republic of 1990, clarified and deepened in the constitutional revision of 1996, 2004, 2014 and 2018. consecutively. Based on the literature review, on the Mozambican legal framework, on the city council's code of posture and on the interview, the objective of this research is to evaluate the investment in urban and rural infrastructure, in the municipality of Nampula, which include green spaces, including municipal gardens and nurseries; highways, including sidewalks; affordable housing; public cemeteries; public service facilities of the municipality; markets and fairs and firefighters.
