MODERNIZATION OF MANAGEMENT IN THE MILITARY POLICE OF PARANÁ: TRANSITION FROM REVOLVING FUND TO OUTSOURCING OF BUILDING MAINTENANCE SERVICES

Abstract

This article proposes a transition from the Revolving Fund of the Military Police of Paraná towards the computerized outsourcing of building maintenance services. This proposal is based on an analysis of Revolving Fund values within the GRF System (Financial Resources Management) gathered through the Business Intelligence System - BI, both developed by the Paraná State Data Processing Company – CELEPAR. The data suggests that building maintenance is the primary scope for the allocation of resources through this instrument. The intended change aims to modernize management, concentrate resources on essential activities, and adopt a more efficient and specialized approach. The Revolving Fund allows the acquisition of consumable materials and the contracting of small-scale services, primarily addressing the needs of building maintenance in military police units. However, it demands a considerable workforce, occasionally exclusively

employed in the management, execution, and control of these resources. The proposed strategy suggests replacing this model by contracting a third-party company to digitally manage and execute multi-services (through an accredited network of companies) for building maintenance, both corrective and preventive, on demand. Additionally, this company would provide equipment, parts, and labor. This transition aligns with the strategic plan of the Military Police of Paraná, aiming to optimize operational efficiency and management practices, reflecting a more contemporary and focused approach towards the essential responsibilities of the institution.
