The thematic approach of this article aims to analyze programs and public policies that have been implemented and reflect on the need for innovative strategies for inclusion and digital literacy. Inclusion in the broadest sense has been used as a weapon for elite domination over minorities, discourses on inclusion are beautiful while segregation and power relations perpetuate in all spheres of society, including educational institutions. The pandemic effect showed much more exclusion and social inequality and this research emerged with the intention of mapping what has been done by digital inclusion in order to favor literacy. Inclusion and literacy are imbriated because one does not happen without the other, both need effective public initiatives and lifelong training, especially for education professionals who must take ownership of emerging technologies. It is not possible to develop a full and emancipatory citizenship if it does not live up to legitimate democracy, a democracy that provides for empowerment strategies for social and cultural valorization henceforth access to connectivity, respect for diversity and exchanges for educational qualification.
